FOIA Requests
Goochland County government bodies must follow Virginia's Freedom of Information Act at § 2.2-3700. All public records held by county offices are presumed open. A record can be withheld only when a specific exemption applies, and those exemptions are read narrowly. The law is designed to work in favor of access, not against it.
Write your request to the Goochland County Administrator or the relevant department. You do not need to cite the Freedom of Information Act in your request. Under § 2.2-3704, the county must respond within five working days. They can extend up to seven more days only if they give you prompt written notice. The county website at goochlandva.us lists department contacts for directing requests to the right office.
The FOIA Advisory Council at foiacouncil@dls.virginia.gov or (804) 698-1810 offers free guidance. If a county office denies your request improperly, you can ask the Council for a nonbinding advisory opinion. For broader open government support, the Virginia Coalition for Open Government provides resources and education for citizens navigating the FOIA process.
Note: Budget documents, meeting minutes, and most county administrative records are public. Certain personnel files and law enforcement investigative records may be exempt under specific provisions of the FOIA statute.
