Bedford County Circuit Court Records

The Circuit Court Clerk for Bedford County keeps civil and criminal case records for the county. You can search these online through the Virginia Judicial System case portal. Select Bedford County and search by name or case number to see case status, party information, and hearing dates. The system also covers General District Court cases. The clerk also holds land records, marriage licenses, and probate filings. These are all indexed at the same office. Juvenile cases, adoption records, and sealed matters are not in the online system. For those records, or to get certified copies of any document, you contact the clerk directly. The Virginia Courts website lists the Bedford County clerk's address and phone. Bring photo ID when visiting. Copy fees are set by Virginia statute. Social Security numbers are redacted from all public court filings under § 8.01-420.8.

Bedford County is part of the 24th Judicial Circuit. Courts here handle civil suits, felony criminal cases, family law, and estate probate. The circuit includes Amherst County and the independent city of Lynchburg, though each jurisdiction maintains its own court records.

Land Records in Bedford County

Deeds, deeds of trust, mortgages, and other property instruments are recorded with the Bedford County Circuit Court Clerk. The land records section indexes each filing by grantor and grantee. You can trace ownership of a parcel by searching name chains through the index. Remote access to recorded documents is available through the Virginia Secure Remote Access system. SRA requires registration and a subscription, but it lets you view deed images and index data online.

Real estate assessment records are held separately by the Commissioner of the Revenue. Assessment data shows the current ownership on the tax rolls, parcel descriptions, and assessed values. Together with the deed records at the clerk's office, this gives you a full picture of a property's ownership history and current valuation in Bedford County.

The county website at bedfordcountyva.gov links to both offices and provides contact information for each department.

What Bedford County Public Records Show

Public records in Bedford County cover a wide range of information. Court filings show case parties, charges or claims, judgments, and case histories. Land records show who transferred property to whom, when, and for what consideration. Tax records show assessed values, ownership for billing, and payment history. Each type of record tells a different part of the story about a person, property, or event.

The Code of Virginia sets the framework for what is public and what is not. Most government records are open by default. The main exceptions involve juvenile matters, personnel records, ongoing law enforcement investigations, and attorney-client communications. When records are withheld, the agency must give a specific legal reason. You can challenge a denial through the Virginia FOIA Advisory Council or through the courts.

Records from older cases and older land filings may be in paper form only. The clerk's office can help locate historical documents that are not in any online system. Some older Bedford County records are also held at the Library of Virginia in Richmond.

Property Tax Records

Bedford County property tax records involve two offices. The Commissioner of the Revenue maintains real estate and personal property assessments. The Treasurer's Office collects taxes and keeps payment records. Both are elected offices under Virginia law and both hold public records.

If you need the assessed value of a parcel or want to see who appears on the tax rolls as the current owner, contact the Commissioner of the Revenue. If you need payment history or want to check for unpaid taxes and liens, go to the Treasurer. Online options may exist for some functions. The county website has contact information for both departments.

Note: Tax liens against property are also recorded with the Circuit Court Clerk as part of the land records index. A full title search should include both the Treasurer's records and the clerk's land records to identify any financial claims.

FOIA Requests in Bedford County

Virginia's Freedom of Information Act makes government records open by default. Under § 2.2-3700, records are presumed open unless an exemption applies. Bedford County must respond within five working days under § 2.2-3704. FOIA requests go to County Administration or to the specific department holding the records. Submit by mail, email, or in person.

Your request should clearly describe the records. You do not have to explain why or give your name in most cases. If fees apply for copying or research time, the county will notify you before starting the work. The Virginia FOIA Advisory Council provides statewide guidance on how to file requests and what to do if they are denied. Routine county documents like board meeting minutes and budgets are typically on the county website and do not require a formal FOIA request.
